The real reason why waymo is trying to calculate how much could be prevented is that this is the main reason for making safe driving legal. Self driving cars can not be perfect they will always make mistakes to some probability. The only question is how much better does the waymo need to be compared to the average driver to justify it. They are trying to keep track of that.
