13:15 I think its pretty obvious that this person wasn't talking about financial cost but time cost, and I genuinely think this is the only somewhat solid defense of AI art. It takes years of dedication and constant practice to be able to draw at a level that the average person wouldn't laugh at and some, if not most people just don't have the time to do that. People are out there working three jobs to afford rent. AI art allows those people to express the ideas in their head without being laughed at for being a 'shitty artist'
