Electrical spikes in the neuron could be forced by applying external voltage (1) or by a condition of the cell itself (2). The (2) includes metabolism and DNA program condition. Moreover, synaptic contacts between neurons could be electrical and chemical. So, the language of the neurons society is more rich then just spikes.
The demo is based in the connectionists speculation of the artificial neuron only. The modern AI is just language engine based on the server knowledge base accomplished with the adoption in neural networks. This software with web-based SIMD acceleration being advertised as human-type decision making and ability to think. As more specific requests to the AI coming as less it shows it skills - it is not even learning on the base of it faults in the specific human knowledge.
