Sam is right. In the 1960s encyclopedias were the internet of the time. One brand decided to publish how to make a nuclear bomb !! Licensing as per system capability and usage is a must do, not a mere, ought to do. Some criminal liability needs to already be established, and some of that does exist. A legal requirement might be for a system to self report when an illegal prompt or query is made. Who made it and why needs to be reported automatically without notice to the terminal user.
