I mean yes, there's some folks with steadier hands, or a mental visualization ability that makes certain types of art "easier" or at least faster/sharper to master, but there's non-AI workarounds and various styles and mediums that either work around or compensate for all kinds of limits.
I have a bad essential tremor and I can't make an image in my head hold still, but between tool stabilization settings and 3D modeling+ printing it's not super hard to work around those limits. Like I can't draw to a high illustration standard but I can animate by hand, folks just have to find their mediums and techniques.
