Trying to prevent AI is a pointless task. Just like the nuclear bomb, no one wants to be the last to have one, nor do they want to have the smallest one. No matter how restrained or moral Western nations make their AIs, the rest of the world won't bother limiting their AIs one bit.
All we can hope for is that the "good" AI can counteract the "bad" AI.
