When there is a competition for something, it can not be stopped. There is always some team / company / government /... who has enough incentive to continue their work either secretly or not. The only way a competition could be stopped is when a balance of power between few big players is reached and the barrier for new players to enter is high enough to discourage them and these big players see no benefit from further development and agree to stop it. I've seen some people comparing ai to nuclear weapons and it clearly clarifies my point.
