Whoever said that must be really stupid because digital art still takes time and effort to make whereas ai “art” is just something generated within minutes based off of what you entered into it.
Effort and time (and humanely made or made by animals with the intelligence to create) is what makes art ART. Not just some cool lighting filter or some app that does it all for you.
