The major problem is that governments (politicians) typically enact legislation that is reactionary instead of proactive. This is a highly fast-moving technology that will quickly create complex problems that most all government cannot act quick enough on. The AI companies will have far too much power before proper regulation can be implemented. The other issue is the necessary regulation needs to be coordinated worldwide. If all major countries don't act in concert, one country's efforts will be futile.
