During ww2, one existing strategy was to hide explosives in the coal and junk of the enemy. Throwing it into engines and furnaces would do what you'd think it'd do. And even if it didnt - your enemies didnt know that. So now because of a few dangerous pieces of coal they would basically be forced into inspecting all of it.
