The AI is running mostly in serial, with a few parallel computation pathways. Those parallel pathways aren't designed with their relative spatial positionings in mind. Imo it can't be sentient because there is no substantive and coherent electromagnetic field being generated during computation. I don't doubt that it may pass the Turing test tho.
