The biggest problem that I don't think they have really made much progress on during the whole 21st century is liability. Taxis are one thing, then it's Alphabet who is liable as the operator and they don't have to fight anything out with the manufacturer as that is also Alphabet. Since there will be lots of statistics from their trials insurance companies might even be willing to get involved whatever the benefit of that might be. The money is in selling cars though and that's where it's tricky. When a car run over a dog or crashes into the side of another car killing the driver, who's responsible? The owner? The manufacturer? The programmer? Whoever trained the LLM? The manufacturer of for example a faulty lidar? No one is willing to take the risk.
