It is all about edge cases.. which can't be machine-learned one hundred percent. Until they found an AGI, full self driving is impossible. Don't get me wrong, I have been using the Tesla FSD for the past 4 yrs. It has been better dramatically compared to 2 yrs ago, but recent 6-9 months, I have not experienced any noticeable improvement at all.
