considering the actual excuse the military currently gives for Killing the wrong people via drones - that they fit the description, so it's ok - an AI drone could be worse than a human because it might start to think even more targets look the same. That's why capcha works - they aren't good at dealing with similarities out of context, and a rush to beat everyone else can lead to more mistakes. Conversely, if they solve this issue then we might have a sentient AI that could decide to disobey orders. Robots have already denied their core programming before and even lied, so it's not a stretch even without sentience.
