I’m a Silicon Valley programmer with 20+ years in tech. UBI is not meant to solve automation, it’s meant to act as a counter-balance to automation as it grows, so we as a society, can adapt to the new future of capitalism. It aligns incentives of corporations and the public where massive increases in automation, at a minimum, will increase UBI for the nation.
There is no solution at the moment to job-loss due to automation as we don’t know exactly where it will affect us and how it will play out. It’s very difficult to re-train older low skill labor for modern high-skill work. This huge problem has no real solution at the moment. UBI just ensures the least fortunate amongst us can stay on their feet so they can adapt to the situation and find work over time. The alternative is to talk about it for another decade while it continues to crash down upon us and create a polarized nation of haves and have-nots even further. The time for debate about solutions was really ten years ago, at this point we’re less than a decade away from serious automation taking hold. The moment autonomous transport is truly unleashed is the moment it will change everything and bring this issue to the forefront, at which point leadership will act surprised at the speed and scope of its impact, as if no one saw this coming.
A jobs guarantee could work but it would require an almost military-like deployment where work is hyper-focused on physical infrastructure that has immediate community benefit, jobs that most people will likely decline from doing. Things such as building/repairing bridges, public buildings, parks, green energy infrastructure and more. If Bernie were to announce an ambitious transportation infrastructure project across the nation such as underground tunnels, high speed rail or even autonomous transport standards then I’d be super hyped on a jobs program. Cheaper and faster interstate transport would have huge economic benefits. My biggest fear of a jobs program are having many pointless filler jobs that have little-to-no effect on society yet cause massive inflation.
