Yes and no, because consciousness doesn't exist, it's an illusion, made up concept. Simply an abstraction of countless complicated processes lagging behind the chemistry of the brain and creating a "sense" of self-awareness.
We can 'replicate' consciousness sure, but it's just a replication. An AI can do all the same things the same way, but it will only be "conscious" in the same way we are if we make a human brain.
