He seems to just completely ignore the role of chemicals in emotional responses, and the parasympathetic nervous system. If you take an individual who has an extreme fear response to stimuli and give them a benzodiazepine it will blunt the body's fear response by stopping the parasympathetic nervous system from responding. Without those responses encoding patterns to avoid then how will an AI actually experience fear? He is correct to say that consciousness is an emergent effect of a complex system but he ignores its role. It's an evolutionary strategy and nothing more. To put it simply, people who were able to selectively ignore their instincts lived longer and thus reproduced. It isn't some ineffable property, but it is a very specific results of evolutionary processes.
