If the humans are reduced to just physical properties or interactions then it doesn’t matter if AI interactions come from artificial neural networks and algorithms they are conscious. If humans are something more (for example if humans can have some spiritual significance or experience) then AI will never reach it, however they still can be as conscious as any animal on this planet.
