I have said for a long time that AI will eventually be able to replicate a human thinking. In my opinion, our thinking is super complex, but it is just information input and spat back out. As a baby you have natural instinct but the rest is taught by giving info.
When it comes to design (I'm a designer) you can still easily tell thst the top was a designer and the bottom was AI, but I think it's only a matter of time until AI can be taught what it is that makes the top one look better.
At the moment it looks like uneducated copying of styles, where even Van Gogh ones are just copies of colours and shapes. But eventually, it'll narrow it down to understanding the way the shapes are formed and so riff off of that... and the choice of colours, rather than just associating that exact colour with them.
I believe that, as much as I don't want AI to be able to do art in the way we can, I don't see a reason why it couldn't.
