Hmmm... Money is the answer here. Ownership of unauthorized fake content should be automatically and instantly granted to the subject of the fake content. Now they can legally distribute that content, with their own addendum or disclaimer, and go after the creator of the fake with copyright lawsuits (no cease and desist required) to get any money the creator may have made and also recoup money potentially lost.
