I doubt it would ever happen, but a global approach to AI would be key in truly ensuring all of these rules and regulations - which will need to happen as this evolves. This is only the first step with AI, but I think it's going to be similar to the era of internet/cell phones. It's going to be another BIG boom, many new technologies, never before seen science improvements - it'll happen fast now. Buckle up! Quite a time to be alive.
