I think it IS art if we think of the human programmer as the artist and the AI as a medium/tool. The human user inputting prompts participates in the art by using a tool the programmer created. It would be silly for the user to claim the piece as an original creation, but the programmer very well could claim the AI and, by extension, it's pieces, as their own art. It's like any other interactive art exhibit to me.
