Problem with this issue is that other superpowers know the race to AI dominance will be World changing for those that implement the most powerful systems the fastest and keep up on that dominance. AI is something that is either completely banned globally or ends up used by all. My own opinion won't be welcome or believed. All other non Earth races that have ever used it were either completely destroyed by it or barely survived and prevented it ever being used again. AI controlled fully automated systems are VERY, VERY dangerous. Humans will learn one way or another.
