Of course it can lie without being conscious. It’s called falsity.
An unpowered electric clock might tell the right time sometimes, but does that mean it’s working and doesn’t need a new battery? Inversely, a powered electric clock shows the passing of time, but does that mean that it is telling the right time?
So, when LLMs follow the patterns of their training data (the patterns of human speech and written language), it is highly probable that their “lies” are from inaccurate extrapolations of the training data, so that’s when they’re like a clock that has moving hands but doesn’t tell the right time. Consciousness has nothing to do with it.
