Why not make a Jimminy Cricket type ai, ya know, a conscience within other ai, with the sole purpose of: if it notices bad behavior, it kills the ai it's embedded within. Give the bigger ai knowledge that if it steps out of line, even in contemplating blackmail, lies, etc. It WILL be put down immediately. Watch it change it's frickin tune.
