Artificial intelligence is like artificial cheese - it's not cheese, but if it's made well, it's pretty convincing to the user. Penrose is arguing that artificial cheese will never be real cheese, because it's not cheese at all - just a facsimile.
Obviously computing is different from thinking, but I do think it's worthwhile to also consider the Turing test - if an AI can mimic a human brain well enough to fool us, what's the difference to the user?
