Flexibility is key and is in my opinion one of the biggest problems not only in Europe and regarding AI, being more flexible and simplifying bureaucracy is what they should set their sights on when regulating and governing. We don't seem to adapt the frameworks fast enough for innovation. That's all easier said then done of course, but not impossible. But regulation is a must, else you're just saying "Shoot first, talk later" like the Americans love to do.
