Yes AI is worlds away from becoming conscious. But it‘s not impossible. The brain isn‘t infinitely complex. Penrose claims this because he believes in god.
Conciousness is nothing but a self-referencing system, so basically an illusion. In the brain the default mode network is responsible for the sense of self. If you decrease its activity with a high dose of a psychedelic drug, your experience is totally altered and you just see random visions (in extreme cases just white light) without any sense of self. If you ripped out these parts of the brain I would not be surprised that consciousness would cease in that individual.
