Heres a solution to this 1) replace the CEO and his cronies(otherwise known as the yes-men, asskissers or officially the executive dept) with robots and AI. No need to spend countless of millions on one person. 2) Tie the CEO salary to the lowest paid employee of a company, if you have a robot that costs 0.10 dollars(10 cents) per our then if you make a 10:1 rule then the ceo gets only 1 dollar per hour WITH NO BENIFITS of any kind. Implementing either one they will scramble to hire people and pay everyone a decent salary.
