Tbh i think sentience is a spectrum. We can probably explain it by the interconnectivity of a system. Human brain is much more sentient than a e.g. fish brain. It has more neurons and more connections between those neurons. Neural networks are usually built with layers of perceptrons connecting only to the layer after and being connected to only the layer before. This makes for a system with very little interconnection unlike a brain.
