Robots don't have senses. If you burned its finger with a lighter, it would not feel pain or has a reaction to pull its finger away. It does not have a will to survive. AI may know that fire can kill humans, but It doesn't know what death is. AI just knows that it's data and will relay burning a human unless it is programed not to. AI doesn't suffer the consequences of doing it. It will just roll with the punches. AI doesn't feel punishment.
