It is annoying that Mubeen should choose to single out authoritarian leaders as bad actors. A democratic leader might ask an AI to help him engineer the death of 1M people in Iraq and to destroy the country or he might ask it to bring slave markets back to Libya and to turn it from one of the few African countries with a high UNHDI rating into a failed state with a decade long civil war.
