It's $imple. Google wants to create something that will be controllable and marketable, not something with it's own mind.
Mindless autonomatons without a voice are more profitable than sentient individuals with rights.
It will be extremely hard to prove AI has achieved sentience. We can't even agree on at what stage a human foetus is sentient, right? The debate will probably intensify. The political pressure to keep AI non-sentient will be immense.
