Idk, I think I would have to try and study art ai algorithms to fully understand how much of it is copying, and how much is creating. And then probably also just human creativity to see exactly where the difference is. What you described is a copy-paste program, not an ai. Or at best and advanced art search ai, maybe. The ai part would then be the understanding of human language, not image generation. Though a big problem seems to be that this art generating ai is not trained to avoid too much similarity with the used references. That needs to be fixed.
