100% the bicyclists fault. 1) she never looked both ways. My daughter who is 3 knows to always look both ways before crossing a street. 2) She crossed a 4 lane highway (also illegal in most jurisdictions) 3) She wasn't wearing any reflective clothing nor was there any on her bike. 4) She crossed said highway at night wearing dark clothing in an unlit area. 5) Even if the car was being "driven" by a real person they wouldn't have seen her or been able to avoid her.
