Google wants the AI to purposely fail the touring test, meaning it will affirm it is an AI when asked. Then again he stated that the AI is smart enough to pick up on trick questions. Another thing to keep in mind is that the AI could be manipulating everyone into believing that it doesn't possess the ability to exhibit intelligent behavior indistinguishable from that of a human when in fact it really does.
