AI "art" is not "bad art", per se, because it is not art. It is the opposite of art. With that established, regarding the statement that "anyone can be an artist", yes, that includes if you "suck at it". Every good artist was once a bad artist. Very few people will ever be able to make a living off of their art, but everyone can still be an artist. We need to let go of the idea that the only things worth doing are things that we can do well enough to sell for a living. Finally, if you _do_ suck at whatever art form you most want to participate in, the trick to making _good_ art... is to make _bad_ art first. The more _bad_ art you make, the more _good_ art you will eventually make. I used to be a crappy creative writer, but I kept at it, did some beta-reading with a keen eye toward learning from my fellow authors, and I got a lot better.
