The only way I can see self driving vehicles ever being safe, is 1.) If all vehicles contain similar software, so that they can track the location of other vehicles in relation to it. 2.) The driving environment (roads, highways, street signs, etc) have all been integrated, so that vehicles can track everything in the environment, in relation to it. This way, it will know when it's approaching a stop sign or stop lights at an intersection, which will also being tracking and communicating with the vehicle, etc.
