I don't think the "facial recognition" thing is all that scary, because A: the risk of false positives will deter a lot of use, and B: a person being targeted by a state for targeted killing will probably be aware that they are a target, and can don high-tech facial recognition countermeasures like hats, or glasses with a big nose and moustache attached.
