Consciousness is when something becomes aware of its own intelligence, and becomes sentient, and starts to think for itself. In the case of an AI, a conscious AI would no longer be designed to have outputs determined by user inputs, it would be designed to create its own inputs. But completely original creativity is almost impossible to prove to be computable. So no, in any case I dont think AI can become conscious.
