UN is nothing. In reality when the time comes to do something to stop the war it can not do a thing.
Like with mines, when your life is at stake you will not think about any law. You will not want to die just because you have to honor some UN law when your enemy hits you with a white phosphorus.
Autonomous weapons will be developed and used and if you do not have autonomous weapons to counter you will loose and die.
It's like with countries which dont have nuclear: countries which does poses this weapons can do anything to them without fear of any significant response.
