AI as with the Web spreads influence as well as services and knowledge that are controlled by vested interests which, as we are seeing, can be highly toxic and deleterious to local or distant populations far quicker than climate effects. They may not result in huge physical destruction they are like a Neutron bomb in that they hollow out the population leaving infrastructure intact, unless the infrastructure control systems are the target as we see from both state actors and non-state cyber-terrorists and criminals. National governance should be the overarching MINIMUM safety and for-public-good standards to assert your national reputation as a trustworthy jurisdiction (oh the irony). State governance allows the higher standards of any "self-determining" local population to say they have higher standards for the goods and services used and provided from within their boundaries. Whether those resonate with a wider customer base is there to be seen just like any local business gaining wider notice, acclaim or condemnation.
