There is far too much anthropomorphism in words like "goal" and "reward". The correct terms here are things like "cost function" and "loss landscape". These are mathematical models that use some algorithm to explore an N-dimensional surface to find the maximum or minimum value. Whether it's by gradient descent or some other heuristic, fundamentally it's not different to throwing balls onto a lumpy surface and finding the lowest points.
