The fundamental reason why AI art is stealing, is not that they are "Inspired", that they scrape images from the internet, but that they don't give credit for it.
AI models are NOT like neurons. Neurons have 3 dimensional connections, commonly in the tens or tens of thousands. And AI's are just a pile of Linear Algebra, that makes a mathematical "image" of some idea, process or item, which we keep making smaller with flames of competition.
Human creativity is chaos, steered by our insatiable need for closure of answers and ideas.
AI's creativity is math, steered by our finest language, knowledge and means... and our worst problems, wrongs and ends.
