That's kinda false. At level 2 (where tesla are), the driver is forced to keep his hands on the steering wheel, the car only has several driver assist systems (lane keeping assist, cruise control etc.). The driver gets to remove his hands from the steering wheel at level 3 and above.
Today, it's hard to say that there are certified cars at level 4, because in the US, everything works with "self certification". As long as they're not doing big waves, companies like Cruise and Waymo can say they're at level 4. In europe, there are no cars certified level 4. Not because they're bad, but because they actually need to get certification.
