I recommend looking into Joscha Bach. If his view on how conscious arises is accurate, then AI will absolutely become conscious someday.
I suspect just as AI has surprised the world by its ability to create art, it will surprise us again by achieving self-awareness. Our carbon-based substrate is not special in this regard.
