AI is so obviously going to play a huge role in how we do simple day-to-day tasks some might argue it already does. Restrictions like the these set the EU back from other parts of the world where the use of AI can improve the standard of living for most people. This is either short sightedness from elderly bureaucrats that don't understand the technology, or they have an ulterior motive, perhaps to find better ways of monetising the use of future technologies for the average person by exacting control over them. Either way you can't "restrict" progress and innovation. For now you can simply just use a VPN to get around any legislation until they start putting restrictions on the use of those too! Imagine restrictions around "smart phones" 16 years ago when the first iPhone was released for fears over "safety." Or restrictions around using the "internet" 30 years ago when that was first made public. These things shape our society, technological innovation has given us nearly all of the comforts we have today. We have already entered the AGE OF AI, to believe otherwise is simply naïve at this point.
