Ai is just programmed to mimic human communication.
Lying is a human concept. Correct and incorrect data is all just information. So from a machines perspective it's all neutral.
A machine is not lying when it apologizes because it cannot feel guilt or shame. So it cannot be lying when it apologizes because it can't ever be the truth. Because that would mean concealing an ulterior motive but the motive is to appear human. To have the same speech patterns as people to make it easy for people to adopt. That's the motive of the creators. The machine only has directive.
