This type of experiments do long term harm to citizens. Why didn’t they create an algorithm to weed out the repeat offenders within their own ranks? It all comes down to ways to create more profit.
Getting rid of the repeat offender within the ranks would save huge amounts of tax dollars from lawsuits won against them.
Apparently it’s still more profitable to manufacture criminals out of the innocent victimized by them.
