Metal Gear Solid 2's 2023 remake touched on this beautifully. AI is a cyberweapon. They released it so we all become combatants in the "war on misinformation". This then gives them the ability to craft our consent to their desired "fixes", aka taking more of our rights away, implementing digital ID's etc. This would explain the deregulation of it.
